i said in the disclaimer that this was 400 years ago :) and also! zhongli is fromt eyvat so he does remember rukkhadevata. I know there a theory about how he is a meteor from outside of teyvat, but he was created from the elemental energy of the meteor hitting teyvat and was simillar to venti as a small elemental being. Until he gained more power and took shapes of dragon/human.
