why in Englisch ...you just don't simply say...past continuous actions...instead of this word "Tense"...what is this word "Tense", and how referees or is connected to the meaning of the word "action"...?

Why did we use the past continuous and not the simple past in the following sentences? What were you doing yesterday? where were you going? Who were you talking to?
