For that question about PastelMat paper grits. It only comes in one grit. It is a cellulose material. many layers can be made if you don't over do the pressure of the pencils. UART paper has many different grit levels. It is a more sandy surface.

26:36 my understanding, if for example you look for "how to make your own gesso" they have you mixing talc, or cornstarch, or baking soda with acrylic to give it tooth. So if I were to try to paint over an oil painting I'd mix something tooth-y with oil. Doesn't have to be white, either.

Are you using oil pastel or chalk pastel for that background? The black and green….

Soft pastels, as in the bird. We could expect they would mention that in this case, but, apart from this, there are clues in the vídeo. First, how it's easily blended. You can't do that this way with oil pastel. Second, he works with pastel pencil on the edges, and it is not possible to apply a water soluble media over an "oil based" one. If you want to use acrylic and oil paint, for example, you must apply oil over the acrylic, not the other way round.

I've actually dropped out of the local art community because it seemed that they only held drawing sessions and social meeting in places like bars/taverns, etc. I've seen alcohol destroy too too many lives, and I've seen it kill far too many people. I choose not to be involved in that aspect of the art world.
