I think the translation on the first two stanzas does not quite capture the lyricist's play on the Urdu institutional vocabulary : Sarkar - governance (management, oversight) Thane - jurisdiction (in the precinct of love, this heart is the warden, guard, etc.) Kacheri - a law court (a strange tribunal, and strange laws) Arzi - a petition (such as presented in an appeal) Daak - Mail (such as a dispatch) Taar - to address (telegraphed through the eyes) And so on. A great song and nice eye-work by the beautiful dancers. Thanks.
