Super late comment to this one, but I think the absolute most important thing to do for a Barbarian/Cleric multiclass is to talk with your DM and loosen up the Rage penalty on Concentration for at least 1st level spells. The game isn't going to break if you're able to concentrate on Bless or Shield of Faith, and it's a super awesome feeling everytime you make a prayer to your God before diving into the thick of battle. Obviously you won't convince everyone but most groups I've played with are willing to make concessions for a cool theme in an unoptimal class. And you've always got modded Baldur's Gate 3 to do it in. For the build itself as presented, the one change I would make is instead of VHuman or CLineage, as much as that shuffles things around, Blue/Bronze Dragonborn is *dying* to be utilized. Breath Weapon scales off of Con and the Tempest Cleric can maximize your damage on it across multiple enemies if you aim right. It's a fantastic thing to add to the combo.
I was playing around Storm Herald (Sea) builds, and I think you're right about PAM. I was contemplating using Booming Blade at one point, but it was too expensive and restrictive to leave rage for that. That class and subclass combo is honestly so hard to work with, since you can't cast spells, and the lightning thing is neither a spell or an attack. But once you're always pushing the enemy every turn and quite possibly getting a RA attack, you could be cooking with gas and consistently making many attacks.
I normally ice that nearly every one of these builds starts out variant human or custom lineage as the easy pick. Every DM I have dealt with band CL and adds enough places in pitch black that not having dark vision negates near all feat bonuses you get. His latest trick is to give NPCs attacking PCs with torches advantage as the torch highlights the character. Darkvision seems to be far to underrated. The builds cool over wise and ya get a thumbs up.
I do find it a bit boring I admit but a feat giving us 20 at level 1 is hard to pass on on this build. Darkvision is underrated especially with the Artificer being able to make Goggles of Night now right away. I appreciate the support!

I am a bit blown away by how many seem to think this subclass is functional, even if a bit weak. Even in your example, which I thought was a cool idea and probably the strongest combo for it, does it really lose anything by taking away the subclass, not replacing it, taking it away. Swap slasher for crusher and you still get to knock people away from you with your bonus action. The only thing it really has was the extreme weather gimic that is extremely rare at best and the water breathing + swim speed. When you break it down, it's a whole subclass just for that. I guess we ll agree to disagree boss.
