In other games ISD terminate members who have done something bad in the facility (such as breaching) but that wouldn’t exactly explain why they had to terminate the ISD unless the ISD terminated the MTF operative for no reason

ISD means Internal Security department they handle ci spies or foundation traitors they are also high ranks and They are Canon.
