I was shown this animation in school. They told me it was a promotional film for the Netherlands, but the animator decided to put all the water inside of the dikes, so he wouldn't have to draw as much. It was an illustration of how you have to be creatively lazy as an animator and I never forgot. Soon I hope to ask him if this was actually true :) se non, è ben trovato..
