Seems about 2002 given the references to Lionel Jospin etc. I think Gottfried exaggerates the extent to which Nazis were purged from important roles in Germany after the Second World War -- and does he not count those who were permitted to take up posts in the U.S. herself in the anti-Soviet context, such as Werner von Braun and other rocket program veterans? If not, why not? The U.S. allowing them to continue with their "careers" is evidence that the desire for reconciliation of some degree or other was often acute and also that the Right in the U.S. was hardly as impotent as Gottfried makes out.
