Surprisingly enough that's not how Nero really looks. He looks actually a little more physically built like an ox but in real life he was nothing more than some cowardly whiny sadistic man-child running the Roman empire to ruins even persecuting Christians trying to cover his tracks up because he's building a palace bigger in places that burnt down. Also history is still like not certain but from what I guess Nero had a little more of a pudgy side. Not saying he was extremely overweight but he was a little more of a beer belly soft-handed emperor that literally had is Uncle Caligula's evil side

Senators didnt call the emperor "your majesty" like to a british monarch or to a european royal..simply because in the principate "emperor" is elected republican office . In war time it was called "Imperator" in peace time it was "princeps".
in this small scene it seems that a mad emperor realizing that he has been discovered Twisted it all around to his advantage and picked on the weakest to blame for his terrorism. that's true Madness indeed. and I don't think Nero looked this crazy, but instead he probably looked crazier.

Joking aside, I've always loved the symmetry of the Emperor fiddling while Rome burns to Sidious's "thunderous applause as liberty dies" while the entire galaxy burns under a galactic war he started and controlled both sides of. Jesus died during the reign of Tiberius 30 years before Nero’s ascension. Tiberius nor his successors Caligula and Claudius had heard of Jesus, who’s death was mostly a local issue in Jerusalem.
