But I noticed while registering there is an email I received, about submitting a document of my tax regulations on before October 7, please can you throw more light on how I should go about that. That's it above na, that's the email that was sent to me by PayPal that before October 7, I should submit my details, tax regulatories, it's all their in the email. I copied the email and paste here so that you see what am talking about

That still didn’t answer the question. Was it your ID, your tax code, TIN, or what? There are different ways an info can be submitted and all I can see is ‘submit this information’ which information?! Perhaps it was included in your mail subject. If you don’t have whatever they ask you to produce, clear your money from the account before the said date.
