Some people in the comments expressed concerns that the penguin is shaking because he's scared. As we were told off camera, penguins feel too hot when they stay at room temperature for a long time, and they shake their wet feathers to cool themselves down; similar to how humans shake when they get out of cold water on a hot day. This penguin walked himself into the room, looked curiously around, and was never held in place. There were a lot of opportunities to just run away if he really felt scared at any point.
After the longer encounter you see on this video, we went to the main penguin exposition area, and did briefly interact with what seems to be a king penguin (just checked the photos from our visit). Whether you can touch a King Penguin depends on whether one of them approaches the "visitor area" during your visit. I vaguely remember that they didn't have Emperor Penguins as those are too sensitive to temperature, but I'm not sure. To find out exactly which kinds of penguins they have, you may want to give them a call.
I've always wanted to touch a penguin, but my dream is to rub their bellies, I know I'm not supposed to but I feel like their bellies would be really soft because my own pet birds have really fluffy bellies
