I believe that you are 100% correct. Phoenix is not an exception, they typical. Many people hate first amendment auditors and cop watchers, but they have been showing us how poorly trained and aggressive cops are. They don't care about the public, the want to run IDs and search cars and they don't care about our rights because in most cases, nothing happens to them. In this case though, the DOJ is going to mandate in depth training, and if the cops continue the pattern and practices highlighted in the report, once the cops are trained and the DOJ has proof that they know better, the DOJ will start arresting people that fall back into that practice. After they arrest a half dozen or so, the rest of the cops are going to realize that the party is over. That will take a year before the DOJ starts checking because that is how long they will give the PD to complete the training. Maybe 18 months for a PD that size, but once they are all trained, if the abuse keeps happening, the DOJ is going to come down on them with criminal charges.
A lot of discrimination is done against the poor. Yeah, often they are minorities. Phoenix has a large income gap in its population, "wealth disparity". The wealthy are fine with the way things are! The police are playing along and serving their masters at the expense of justice and humanity.
I don’t understand what else the people need to do to prevent their rights from being violated by the police? Complaints about police misconduct go nowhere. The police retaliate when confronted with their misconduct. The City attorney manufactures evidence. What do the people need to do to prevent this type of government behavior?

more like they need to be held to a much higher standard ,we impart a scary amount of power to them in return for an oath to never abuse that power ,breaking that oath should be treated like any other oath breaker ,punishment for breaking the law while in the course of your duties should be the same penalties as dereliction of duty in the military in addition to the usual criminal charges whatever they may be
Yeah wear body cams that they will mute or turn off whenever they want to. We will even make up a safe word that if any cops hear they will immediately turn them off.
I love the way you tag the end with a "Not all cops" statement.... but the Police you just defeated there covered up the crimes (by not putting them on the Brady list , among other ways) of their fellow officers and are the same ones say that the DOJ is lying... so if i knew about a crime and an officer of the law asked me about it... and i lied or covered up that Crime... I would be prosecuted for accessory after the fact... why should we not hold Police to the same legal standards they hold Working Americans to?
its ridicules. Watching this unfold over the years, the PD under investigation and still had brutal actions. I thought the investigation would lead to criminal charges, instead we see a report and the acting chief saying, well we have a few bad apples but they are not all bad. Class action may help, but honestly I think we are screwed as a society.

Cops should carry personal liability insurance so taxpayers don’t pay for their crime. Teach the Constitution to all government employees. Citizen review boards instead of “we investigated ourselves and found no wrongdoing “. Civil and criminal charges instead of resigning with pensions.

That is the main reason why I never go to Phoenix. I have been in the slop jail and I've experienced the corrupt officers. It's the culture of the Maricopa County law enforcement agencies
I seriously doubt anything is going to change... anytime soon. The city and the PPD are going to have to try... but it will amount to nothing. Eventually the attention will disappear... and police will just go back to doing it all over again.
This has happened in other cities in the country. New Orleans had the same problems the DOJ put the city under a decree that lasted for years. It was reported that nothing changed in the police department because upper management didn’t change.
PrettyRhodes hit on a good point. All over the US they tend to ignore peoples constitutional rights and probably get raises based on arrests rather than proper conduct.
They should tear down this department and start over. These petty tyrants are still defiant after the DOJ report. They don’t think they did anything wrong. That’s a culture and leadership issue.
Here is the problem and the solution. In our armed services when a private screws up his Sergeant is in trouble. When a sergeant screws up his Lieutenant is in trouble, this is known as proper chain of command. In our police departments when an officer screws up it is that officer and only that officer held responsible, this is known as a breakdown in the chain of command. start holding high-ranking officers responsible for those in their command!.
I'm Black, lived in Awatukee for 17 years, not once have I ever had a bad police encounter when I started with "Howdy" these clowns aren't innocent they never are. Victims until their last breath.

I have been homeless, and believe it or not, the Phoenix Police saved my life. They do care, I am living testimony. I can vouch for more than 50% of homelessness, experience an addiction, whether it's alcohol,drugs, you name it, there are plenty of addictions. The only one, responsible for this, is that individual, and how the individual treats others. More and more people are becoming homeless, if not homeless, desperate, if not desperate, one paycheck away . It's time to stop depending on our government to make things right, but rely on God. Period, the ones who are scared, are the ones who do not know, how to repent.
And what about the 50% who end up homeless through no fault of their own? They should depend on God??? I don't know what God you believe in, but this makes no sense, no logical sense. Why didn't this God prevent them from becoming homeless in the first place? While I'm glad you feel your life was saved I don't think you're in any position to be criticizing others. Many people end up homeless because there is simply NO AFFORDABLE HOUSING! Especially for seniors or handicapped people on fixed incomes. What do they do while they're waiting for your version of God to fix the problem? What do they do when they're physically incapable of doing anything? Or too old to work? This isn't a simple problem. Prayer isn't going to fix it. Sometimes government programs CAUSED the homeless situation. I strongly suggest you rethink this. Not everyone is physically able to rely on themselves to get out of this situation. We pay taxes our entire working lives to our government - we have the right to expect better from our country than being homeless at 68. Or 70.

You need to make the best with what he has given you and have faith that he will guide you. If Gods plan for humanity was to just make everyone's problems go away, he would have started with Adam and Eve. Then no one would have problems. We cannot expect to understand his reasons for everything, and the mind spends every waking moment trying to rationalize everything, so it becomes easy to feel jaded if you don't have faith. It's why like I compare Gods plan to a very deep novel that has many huge reveals near the end, and it's imposable to skip to the last chapter. Just need to have faith that you will understand when you get there.

It starts with initial training. Period! Whatever state bodies are responsible for officer accreditation needs to be totally reformed! Including a minimum of 1 year, if not 2, of training. At the other end, there should be no Brady list, if you warrant being on the list, you warrant IMMEDIATE decertification! Indemnity insurance is a good idea too! Don't doctors need it?

The reason that no one wants to be a police officer anymore. For years and years, you got two types of people you got the genuine people that want to help and then you got the psychotics. The psychotics have ruined the image of police departments. no one wants to be associated with psychotic police Mentality. Get rid of all your bad cops and start changing the culture, the image and you’re good respectful law abiding people will start flocking back to being officers again.
Sure..Plenty of sociopaths, thugs, bullies, steroid users, fantasy heroes, and people who want the protection from prosecution they know cops enjoy so they can be criminals with near certainty they'll never be prosecuted... The problem in recruiting these kind of people is reaching them cause they're in mental institutions or the military being MPs, or APs.. or in prisons.
I have a few stories, and it's not Phoenix, but it's metro Phoenix Mesa to be exact.. but I noticed the shift in the way they are handling things now. Hopefully they keep the course because they're doing better but still have some ways to go.
End qualified immunity and replace it with performance bonds for all LEOs. Abolish all public unions. Public employees should not unionize against we the people.
Payson police department is also really bad. I've had a lot of my civil liberties taken away because of them. Please department of justice also look into payson pd. Also Yavapai. I was a working therapist. The police literally were banging on the door and tried to burst in while I was teaching a substance abuse group. The individual was working on getting better for fighting addiction and the police couldn't arrest him fast enough. I feel this is a state wide problem. I've heard a lot from many of my clients as well. I've also had my life destroyed because of them. I've had to spend thousands of dollers on attorneys. It's not fair. What about the people that can't afford attorneys? I'm soo glad this is getting looked into. Thanks
If they were serious about change they would not allow the rehiring officers like Jeff Cooke who murdered a man while he was trying to comply. Nor would the standards be so low to pass the academy. I know several, who I respect greatly for wanting to be in law enforcement, but to be honest should never have passed because they still have no basic understanding of civil rights and treat the general public like trash.
End qualified immunity. Make cops pay for their own liability insurance. Have a percentage of settlements and 100% of medical expenses come from department budgets. And have investigations continue and follow cops even if they quit or transfer.
The Arizona police Department Captain must not let their officers expatiate to roam or free range in the community without restraint to commit 5th and 8th amendment violations to occur. The AZPD chief must not vitiate the correction action process, that involves misconduct and police brutality charges, under the color of authority.
Every job comes with its challenges, all we the public, the people of America are asking for is a professional police force that is respectful to the public and we are willing to give them that respect in return. If All we are treated to daily is brutality, discrimination and disrespect, then we get distrustful and are repulsed by officers. It has to be a two way street. These officers are filled with power, dripping of ego and very little regard for the community they represent. Some are quick to say policing is hard, yes hard and dangerous, but for the most part they have made it that way with the mentality they display. The us against them mentality.
