Percentage Change and Percentage Difference 

Thank you for this simple, but informative video. I am analyzing bid proposals so Percentage Difference makes more sense.

So which method would I use to determine the percentage difference for the following?: I estimate my home renovation should cost $30,000. I received a proposal for $45,000. I want to know the percentage difference.
