One day at the harbor, a tired Henry is looking to rest in the sheds after a hard day's work, but instead of peace, he finds Percy talking to Bill and Ben, the tank engine twins, about the time he braved bad weather to help Thomas' passengers return home. During his conversation, he uses the phrase "Water's nothing to an engine with determination," while the twins shower Percy with praise and admiration. Henry arrives and angrily sends the twins away, as the sheds are only for engines belonging to Sir Topham Hatt.
Bill and Ben sadly leave and Percy is angry with Henry, having been enjoying himself with the twins company. However, Henry tells Percy how silly the twins are and Percy as well, especially for using his line about water and determination. Percy shrugs off Henry's words and leaves, but not without quickly reminding the green engine of when he refused to leave a tunnel because of some rain.
Later, Percy meets up with Thomas at the quayside, who is looking at a board that reads: "Danger, Engines Must Not Pass This Board". Thomas tells Percy that they must not go past it and tells him about the time he passed the board once and fell down a mine. Percy cannot see a mine from where they are, not knowing that the foundations of the quay have sunk and the rails now slope downward into the sea. As a result Percy, who is now feeling very cheeky, remarks that the board is stupid and makes a plan to pass it.
One day, as he brings some freight cars to the harbor, Percy asks them to bump him when they get to the quay. The cars happily agree, having never been asked to bump an engine before. Percy's plan is to pretend to stop at the quay and then have the cars bump him past the board after which he can make them stop. However, Percy, in his foolishness, has forgotten that cars are never to be trusted.
At the quay, the cars bump Percy hard enough to jerk his driver and fireman off the footplate and push him past the board. Percy is frantic and urges the cars to stop, but it's no use and Percy slides down into the sea! Percy is now sunk! From a nearby small boat, Percy hears an angry voice calling him a disobedient engine, it is Sir Topham Hatt and he scolds Percy severely. Percy begs to get out, but Sir Topham Hatt refuses, explaining that they cannot do that until high tide and hopes that this accident will teach Percy to take care of himself. Soon night falls and floating cranes are brought in to pull Percy from the sea, who is now too cold, weak, filthy and stiff to move by himself.
The next morning, Percy is sent to the works to be cleaned and mended on Henry's goods train, who finds the whole incident very amusing after Percy's earlier boasts. Henry teases Percy, telling him he needs more determination to conquer water and that perhaps he will like it better next time. Percy, however, knows full well that there will never be a 'next time'.
