There is a difference between acting older, and actually growing up and becoming mature. I think sometimes she acts older which is completely ok because every teen girl does that, but she still is only 13 and has a lot to learn. Of course, acting silly and having fun is totally fine and she should be allowed to act that way without people telling her that she needs to grow up.
