Sorry i don't understand,To make a selection, you can use the Selection Tool like the Rectangular Marque Tool, Lasso Tool and other selection tools.

hey bro...got a question. how are you able to cut it...my lasso tool isnt letting me pull off the bits i cut off

Use the polygonal Lasso Tools then select the part you want to cut and drag it using Move Tools 😄

Simply the head part that will be cut using "a kind of rectangular tools or something else" and dragging but still using the same layer. Actually there are many ways, but I'm used to using selection
