So for those leggy ones, you are saying that we should cover the stems with potting soil? Thank you.

Yes, if you have African Violets that are growing up, out of their pot and bending over with a long "neck" or stem, you remove the length of the neck from the bottom of the root ball. So, essentially the violet with sit deeper in the pot, then you do place more potting mix around the bare stem/neck until is comes just below the lip of the pot or just below the bottom of the leaves.

I have a question I've propagated a couple of leaves and they started to shoot out the little teeny babies from them I have two that when they babies came out the babies actually came out with little balloons on it that look like they're about ready to flower they've got little purple flower heads is this normal

Yes, sometimes little violet plantlets do have enough energy to produce flowers, but it is best to pinch those flowers back so the energy goes back into the leaf development. Let one bloom so you can see it's development, but we recommend pinching back the rest so your plants will get bigger.
