Cheeky is from roblox basically, he is originally from a group called "M U G E N", his face was drawn or inspired by LINGUINE. also that secret song, the creepy guy you mentioned is called ÓMEN, he is not cheeky, he is bigger than all of other the spheres. M U G E N makes the surrealist games also.
