It's not that (pretty much anyone could hit 450w) - it's how long you can do it for that counts. 20 or 30 minutes isn't actually a real FTP effort - although I know a lot of people use it as an FTP test and ignore that you're supposed to keep a steady pace. In a KOM attempt you're looking at a red line effort deep into anaerobic at the end or on steep pitches. Two riders of equal weight and aerobic capacity - the one with better lactate threshold and/or anaerobic ability will win in an all out hill climb. Same goes for the one who can best shuttle lactate out of the blood after an all out effort. Not going near the doping discussion - but "just look at the watts [per kilo]" doesn't cover it when comparing two efforts.

I used to work in the bike industry. Back in 2004 there were two factories in Taiwan that made the majority of carbon framesets. Now the majority of famesets are made in China and Taiwan. I've bought high-end bikes over the years. Now I no longer buy over priced carbon framesets. I found buying direct from China factories that offer two year warranties to be good experiences. The guy that I’m on a race team with that’s in his 40s best 20min power i could find was 5.8w/kg and that was last year. He races on a NRS team along with our local team. I’m not going to be naming him as I want to keep his privacy and he wouldn’t liked to be mentioned in this way.
5.8 is WAY less than 6.5 or 6.8. It is about 70w for a 70kg rider. Think how MASSIVE difference that is. Not to mention the guy you mention is probably doping with legal or illegal stuff. Lets not be naive. SO easy to take shit and not get caught. Especially in a Australia lol.

They had like a 5 min gap from the peloton and this bloke solo bridged and attacked the break with 80k still to go and put a 10min gap in. But my teammate his power drops a little bit each year and his struggles to set prs. His best times are from a few years ago. If he was doping would he be at least maintaining his power?

I'm 56 yrs old, 6 feet tall, 140 lbs and my best 1 min power is 433 watts. It seems possible that an ex pro could do that for 20 minutes. I train 8 to 10 hours a week. A pro trains 4 times that? Just saying, not hating.

WADA doesnt use CIR tests or certain other tests first up because they don't really want to catch dopers. It is more about catching a few small fry but never any big names at their peak. If they did CIR first up and removed testosterone TUE then 99% of the UFC would get popped lol.

I saw Gaimon ride the Norton Summit KOM. I think he actually admitted to doping. He says it in a SUBTLE way in his videos when he says when he was a pro he raced through cities and had dinner at hotels. Now he's retired he's "DOING IT RIGHT". He's admitting doping by saying "Doing it right". You don't have to be a hematologist to figure out that KOMs set by guys racing are being smashed by Gaimon who does it on a non race day effort. His efforts are not done on bread and water alone. I suspect PEDs.
You mention that testosterone isn't a great performance enhancer but wasn't it testosterone that Floyd Landis was busted for, after that insane day he had on the bike in the 2006 tour when he came back to win it?
He tested positive because there was exogenous testosterone in the blood from the blood bag he clearly used. Rubbing a bit of T gel on your inner thigh DOESNT do anything like that. That is EPO/blood doping watts. Otherwise bodybuilders would be smashing everyone on the flat or fast climbs.

If I recall correctly it was the ratio of epitestosterone to testosterone that the tests revealed were outside the allowable limits. Sounds like your'e saying that the fact that he had an incredible day on the bike, and the abnormal testosterone results shown by the tests after that stage were somewhat unrelated. His amazing performance was due to other illegal substances. Is that a fair statement?
