Unedited intense Scanner audio from the first two hours of the shootout For hours shots were fired through the streets of North Philadelphia. Police officers trying to serve a narcotics warrant in the Nicetown-Tioga neighborhood Wednesday afternoon. As they got toward the kitchen area, a man fired multiple rounds, forcing some officers to escape through the window, authorities said. But others got trapped in the house with the gunman after he barricaded himself. As he traded gunfire with police outside, bullets ricocheted on the pavement, sending officers crouching behind police cars. Six officers were wounded by the time the suspect surrendered outside almost eight hours later.

Yeah I was thinking the same thing, the dispatcher being all hysterical and clogging up the radio doesn't help anyone, the officers on scene were more calm than she was..she eventually pulled it together though..

jasong146 Seriously what is it with the Philly and NYPD radio traffic. Learn from LAPD. I mean even during the North Hollywood shootout it wasn’t that crazy sounding.

For the obvious reason: they did not want to give up their position to the suspect. If they yell, they get shot.

What she was suffering from was adrenaline dump she was still trying to follow operational protocol but when your heart start pumping like that and the adrenaline hits your ability to control your voice starts to slip, also remember dispatchers are the link between officers in the field and the help they need it is almost impossible not to feel something for the person you're trying to help

I don’t blame the dispatcher for an adrenaline dump but she got out some vital info to responding officers. Her supervisor should of possible took control when her emotions started to take over

As a certified public safety telecommunicator, we are trained to keep our calm and composure during situations just like this one. If the dispatcher starts losing ther composure ove the radio and begins panicking, that panic in the dispatchers voice then spreads accross the radio talkgroup/frequency/channel and then the officers are also going to panic. It's the dispatchers job to reamin calm and colleted and to gather as much information as possible, and reassure officers that help is on the way. It is the dispatchers job to gather as much information from the first unit calling in shots fired or officer needs assistance callas That includes their location, a description of the suspect, and where the shots are coming from and what type of weapon or gunfire it sounds like (automatic or semi automatic). Futhermore, The dispatcher should also apply a 10-3 (stop transmitting) by using a combination of or certain types of alert tones and verbal notifications that 10-3 or radio silence is in place once enough units are en route or on scene. However, that can vary from agency to agency. I understand it's a stressful situation and probably the first in her career but she might need to attend retraining based on what her supervisors say. But great job by PPD getting resources and getting all officers and civilians out and alive! #PhillyStrong !

At very 1st I thought that was a woman cop on scene freaking out then I realized it was the dispatcher! Her yelling in the mic got old quick WTF? She is more panicked the the cops on scene! WOW I hope she got a stern talkin to after that. The scene was chaotic enough with new units and SWAT arriving trying to get a picture of where everyone was at including fellow cops that are pinned down! Her constantly calling for the cops trapped upstairs every few seconds was risking their lives because they obviously were trying to stay quiet so they did not get shot from below! Im happy to see the cops maintained their composure as much as possible! Even though they just could not get it through their heads where the command post is at! I cant count the times that was repeated! WOW! SMFH!

This lady is a freakin broken record, I hope I never have someone like this on the other end of the radio when I'm trying to get important info out... theres at least 1 dispatcher per district, all you have to do is yell it on the dispatch floor 2 times and they will send their district officers

What a poorly trained group of responders. The speech and English of the police were so garbled and useless, it’s just a miracle anybody got clear messages.

That’s because you’re not hearing every transmission. Some of the audio is encrypted and not available to the public.

I hate when these civilians think they know what they are talking about. They know nothing about Police Dispatch and damn sure wouldnt be able to handle this situation i mean sure the dispatcher was panicking at first but began to calm down later on

Impossible to listen fully due to the radio communication-dispatcher. After listening to Chicago dispatchers for years this is hard to hear. Very chaotic and lacking direction from the squad. Respect to those officers under duress and lost.

People needa also realize, the cops hear the radio transmissions WAY different than the public does. When we listen to this we hear a lot of fast talking, the officers are trained to hear the radio traffic and the way dispatchers speak.

The dispatcher should have been pulled from her seat in the Dispatch Center and filled it with more experienced one then have a seat next to her/him and watched and learn how to handle a call that in the future. Chaos, fear and anxiety by the Dispatch people breeds and spreads the same thing in the officers in the field. Listen to NYC Police and Fire Dept when they get a bad stressful call, the all scream on the radio and nothing can been accomplished until a Supervisor tell them all to shut up. I have heard some bad calls there and it can be so bad that I think it has endangered first responders. Listen to Detroit PD and Fire, most of them are unflappable and it's pretty impressive to listen to.

I'm sure this transmission is being used in dispatch academies throughout the California and hopefully other places that can afford training due to their high tax rates. This is worse than a radio clusterfuck.

No. "Shots Fired" refers to emergency situations. Anyway, they don't shoot cats in an urban environment.
