A few points where my opinion doesn't quite align with yours: I prefer cross-classing snipers with infiltrators for both safety and extra 50% damage. That said, if you can't get infiltrators(SY diplo mission in New Zealand, for example) assault is not a bad choice either. Heavies also cross-class with infiltrators surprisingly well, other good options are assaults and zerkers. Honorable mention goes to heavy-sniper, purely for jetpack proficiency so you can jump into the perfect sniping position turn 1. Assaults are "action farm go brr" kind of class, so either mix in heavy for Brawler and build in Vengeance cybernetic torso or go berserker cross-class with armored head. That's why i like TFTV so much - they just don't have this bullsh*t so i'm not tempted to wipe the map with one dude again and again and again and have to actually play the game. Priests imo best cross-classed with technicians, both for maximum utility and because tech is the only class who doesn't use will points much. Infiltrator is not a scout, it's an assassin, SY peaceniks just use their own invention wrong. Applied correctly it can ruin anyone's day and never reveal it's presence. Silence head + big gun for insane-o shock procs is one good idea, cross class with anyone who would appreciate that +50% damage from stealth is another. Also, i don't quite get your point of "why would you scout with infiltrator when you can scout with drones" - you need infiltrator to use drones in the first place. And a few things you forgot to mention about mutations and cybernetcs: - speed legs mutation are better than propeller cybernetics, they still allow you jump one floor up, have built in goo immunity and give more speed while being way cheaper - perceptor head has the same stats as SY sniper helmet with extra perception while costing peanuts, put it on every sniper you don't plan to stick neural helmet on - neural helmet is expensive and only gives 2% extra accuracy over other options but it's ability to shut down enemy powers is invaluable as it turns acherons, sirens and even scyllas into big punching bags - echo helmet has built-in night vision which is great for night missions and pandoran lairs. It also makes it so you can unload with ass-ripping bazooka or a smoothbore cannon and none would be the wiser.
