Not sure, as with all things Photoshop, there maybe numerous reasons. You should always be able to change the colour via the properties panel as long as the item is selected in the layers, or by double clicking the layer
They must've changed something because I do when I get the layer, styles and colors not an option. Gotta hate photo shop there's gotta be a way to get our money back for the amount of time you spend wasting looking for solutions to problems that Adobe create when we could be spending our time, working on finishing projects
