پائلٹ نے لینڈنگ پروٹوکول کو فالو نہیں کیا درست۔لیکن ساری غلطی پائلٹ کی نہیں ہے بلکہ ائیر ٹریفک کنٹرولر بھی برابر کا ذمہ دار ہے۔جس نے پائلٹ کو اس کی غلطی پر آ گاہ تو کیا لیکن اسے لینڈنگ کی اجازت دینے سے انکار بھی نہیں کیا۔ائیر ٹریفک کنٹرولر کو کسی صورت لینڈنگ کی اجازت نہیں دینی چاہیئے تھی بلکہ گواراؤنڈ کے لیے مجبور کرنا چاہییے تھا تاکہ وہ اپنی ہائیٹ کو ایڈجسٹ کر سکتا۔لیکن ایسا نہیں کیا گیا۔باوجود یہ جاننے کے با کہ لینڈنگ کے لیے مطلوبہ بلندی سے زیادہ بلندی ہے پائلٹ کے یقین دلانے پر کہ وہ لینڈنگ کرسکتا ہے لینڈنگ کی اجازت دی گئی۔پائلٹ تو اپنی غلطی کی سزا پاچکا اس ائیر ٹریفک کنٹرولر کو سزا ملنا بہت ضروری ہے۔لیکن اس کی غلطی کا پوری رپورٹ میں کہیں ذکر نہیں۔اگر ایسا ہے تو آ ئند ہ حادثات پر کیسے قابو پایا جاسکے گا۔

اس حادثے میں اس وقت کے ڈیوٹی پر موجود ٹاور کنٹرولر کا بھی قصور ھے کہ جس نے SOP کے مطابق ٹاور سے دوربین سے جہاز کو نہیں دیکھا، ورنہ وہ پائلٹ کو آ گاہ کر سکتا تھ کہ لینڈنگ گیرز نہیں کھلے۔

اس پائلٹ کے ساتھ ساتھ ایئر ٹریفک کنٹرولر کی بھی غلطی ہے جس کی اسے بھی سزا ملی چاہیے تھی اور رپورٹ میں اس کا ذکر بھی ہونا چاہیے تھا۔ہماری روایت ہے کہ مرنے والے کے سر ساری غلطی تھوپ دی جاتی ہے اور اگلے حادثے کا انتظار شروع کردیا جاتا ہے۔ایسے موقعے پر اگر کوئی ذمہ دار ایئر ٹریفک کنٹرولر ہوتا تو وہ پائلٹ سے مشورہ نہیں مانگتا اور نہ اسے اس کے حال پر چھوڑ دیتا بلکہ وہ اسے کسی بھی صورت لینڈنگ کی اجازت نہ دیتا۔اگر ایئر ٹریفک کنٹرولر لینڈنگ کی اجازت نہ دے تو کوئی پائلٹ زبردستی لینڈنگ نہیں کرسکتا۔ہاں اگر ایئر ٹریفک کنٹرولر کسی صورتاجازت نہ دیتا اور پائلٹ زبردستی لینڈ کرجاتا تو سارا قصور پائلٹ کا ہوتا۔لیکن رپورٹ میں کہیں بھی ذکر نہیں ہے کہ لینڈنگ کی اجازت نہ ملنے کے باوجود پائلٹ نے لینڈنگ کی ہے۔اس کا مطلب ہے کہ ایئر ٹریفک کنٹرولرکی طرف سے پائلٹ کو اس کی غلطی سے آ گاہ تو کیا جاتا رہا لیکن لینڈنگ کا فیصلہ پائلٹ پر چھوڑ دیا گیا۔جس کی وجہ سے حادثہ ہوا۔

پائلٹ کو غلطی سے آگاہ کیا جا رہا تھا تو پائلٹ کے دماغ کو تالا لگ گیا تھا کہ وہ اپنی سچویشن بتائے۔دراصل وہ آٹو پر چلا کر سمجھ رہے تھے کہ انھیں اب کچھ بولنے کی بھی ضرورت نہیں کہ انہوں نے کس پر انحصار کیا ہوا ہے ۔ ایئر ٹریفک کنٹرول صرف گائیڈ کرنے کا اختیار رکھتا ہے۔ باقی سارے اقدام پائلٹ کے کہنے پر یا سچویشن بتانے پر لیے جاتے ہیں۔

@@tahseenn5649 ائیر ٹریفک کنٹرولر کے پاس بہت زیادہ اختیارات ہوتے ہیں پائلٹ سے بھی زیادہ ۔کیوں کہ وہ وسیع پکچر دیکھ رہا ہوتا ہے۔اس کے پاس اختیار ہوتا ہے کہ اگر پائلٹ لینڈنگ کے وقت متعلقہ پروٹوکول فالو نہ کرے تو اس کا فرض ہوتا ہے کہ وہ لینڈنگ کی اجازت کینسل کردے اور پائلٹ کو مجبور کرے کہ وہ دوبارہ چکر لگائے اور اپنی ہائیٹ اور سپیڈ ایڈجسٹ کرے ۔اپنا یہ فرض ائیر ٹریفک کنٹرولر نے ادا نہیں کیا ۔اگر ائیر ٹریفک کنٹرولر لینڈنگ کی اجازت کینسل کردے تو کوئی پائلٹ لینڈنگ نہیں کرسکتا۔ اگر یہی پائلٹ کسی یورپی ملک لینڈنگ کررہا ہوتا اور رولز فالو نہ کرتا تو اسے کسی صورت لینڈنگ کی اجازت نہ ملتی۔بلکہ اسے لینڈنگ کے بعد پائلٹ کو کنٹرول ٹاور میں طلب کرکے وائیلیشن پر سرزنش کی جاتی اور پائلٹ کے خلاف وائیلیشن کی رپورٹ لکھی جاتی۔

it all starts at with low level and arrogant way of dealing with customers on boarding passes desk . A lot of times is being wasted due to protocols and prioritising special passengers ,,as others passengers are more important than others ,,VIP stupid system ,,this causes management to delay the flights and PIA flight leaves late from every airport of the world ,,than pilots are under pressure to speed the plane at high speed to reach its destination due to management pressure ..More drag in air ..more waste of time and money through fuel and than puts pilots in pressure and than flight crashes …In Pakistan airport should stop this VIP system ,,why one person is better than other person in Pakistani airports ….. May Allah make people understand the concept of MASAWAT ---

Everyday we see on the roads commercial bus drivers displaying similar reckless foolishness while racing and overtaking with the buses of their rivals. They are never booked and punished for such recklessness.

The report is valid and findings are true. I have seen many videos made by international aviation experts. They are saying the same points and blaming Captain of that plane who was unprofessional, very casual and stubborn. No pilot can ignore air traffic controller warnings. But the problem in this case was that air traffic controller only advise the captain to make a circle and bring the plane to proper, safe height for landing. He should have disallowed the landing and should have disallowed the landing to save lives. All major plane crashes in Pakistan during the last 30 years were caused by unprofessional attitudes of the captains of the planes who disregarded advice, warnings of their subordinates ( 1st officers, co-pilots ) and air traffic controllers. یہ کہنا بہت آسان ہوتا ہے کہ پائلٹ کی غلطی ہے۔ یہ بھی سوچیں جو جہاز چلا رہا ہوتا ہے اسکی اپنی جان سٹیک پر لگی ہوتی ہے ۔ ایمرجنسی میں پائلٹ کو کچھ فیصد اختیار ہوتا ہے کو اپنی مرضی سے جہاز کو کنٹرول کرے۔ کیونکہ کنٹرول روم میں صرف پیرامیٹرز آ رہے ہوتے ہیں ۔ وہ فیزیکل صورت حال کا جائزہ نہیں لے رہے ہوتے

You are wrong. Report is correct 100%.. you should first listen to the ATC recording and than show ur ignorance. Pilot was too full of himself and he was constantly ignoring instructions.
