Piebald Tobiano at a camp 

Yes, you can find the elusive Piebald Hungarian Half bred at NPC camps. They are VERY rare spawns but do happen. It was a grind of checking every smoke stack and sometimes multiple times but they do exist. There is also an NPC camp location near dewberry creek by the stables that I have seen spawn one. Bonus, if you did not know this.. if the horse does not have a saddle on, it is not an honor loss for horse theft.
