Yeah it’s just how they calibrate it and whatnot. I’ve flown quite a few Navajos and a large number of them are the same. Sometimes the prop levers aren’t synced full forward but they’re both governed for max rpm
That drop is the “Up-off” position. After the gear is retracted and the hydraulic pressure builds up, the gear automatically returns to the off position to prevent the hydraulic pump from running constantly. The gear is held in the up position by up locks (J hooks) so there is no need to run the pumps to keep them up.
