Yes you can. We booked in Tbilisi directly with cash. And yes you can definitely visit it with kids

Hey, No I don’t live in Tbilisi , I went there for a vacation. And the tours we took there was English guide with us. Normally not everyone knows English but in restaurants and shops they understand. And the cheapest will be to book cab via Bolt app. In Tbilisi city you can get bus as well
