TFYR. It depends on the playthrough and my mood at the time on how I manage the power. I have tried many different approaches, even using the Power Grid ( enable/disable) function. It's not unusual for me to change things up from time to time. I'm trying a few different ways in my latest playthroughs, which are about to be released.
