in India we use a small iron cup filled with burning coal/wood....the moment u touch it to the mulching paper it will be a perfect hole and doing this will cost nothing. you can attach three or four cups and do the job within few hours. the way you are doing is nice but it will take much more time.

I would use a wheel barrel with a tire with spikes on it and put some dirt in the barrel for weight and just walk it down the rows. Or you could put that tire on a wheel and make a handel on each side off the axle and two people could walk it down the row, The weight of the wheel and tire would be enough to punch the holes or you could a weight across the arms.

get a Rain Flo water wheel trans planter already. It will deliver water / fertilizer to every transplant that draws the plant roots and soil in close contact. That keeps the transplant from drying out, reducing trans plant shock. That allows you time to hook up the drip irrigation before the trans plant wilts in the sun.
I wonder if a body could fashion some hardware cloth in the PVC fittings and load the tires with seeds such that only a few seeds could pass. It looks like the dirt gets packed in the cut side of the fitting. Maybe it could be drilled or modified easily. Again, what an awesome tool you figured out there.
As a Film Manufacturing Engineer / Plant Manager I love this! I would like to know more details on the type of film you are using. I also design & build custom film equipment. For years now I have played with the idea of building a pull behind raised bed, layer, puncher hole maker & planter all in one. Then of course sell film for it. No middle man just me the manufacture, would save a lot of farmers money. Anyone looking to start a company? :)
