On the "Home" tab, click the rectangle icon beside the "Arc" on the "Draw" section at the top left part of your screen or type "REC" (RECTANGLE) command. Then, draw it manually as you like or per what is requested. After you finished, if you want to save the title block, then type the "WBLOCK" command and select your title block objects and then save it. If you have the title block already, you can use the "I" (INSERT) command to put it into your Layout.
