Look up hot wheels customizers or even 1/64 scale car customizers you'll find a bunch. Out of all of them you'll find some that do indeed do commission work. Be specific on what level you want the car done like. What features like opening hood or doors ect. Be ready to send them plenty of pictures of the car is to look like and any special requests you have . Like a special License plate. Could have the make or year of the car or even a miniature plate of the one that's on it now. Be prepared to spend a bit of money on it and depending how complicated the design the price goes up. Make sure you see work that the person has done and communicate with them throughout the process. Good luck sounds like it will be a great surprise and present for your dad.
