That's for the Ukrainians to decide, not Moscow. But this was never a case of Russia worrying about Ukrainian foreign policy associations - it was simple aggression. A desire on the part of the Russian government to steal a sovereign country from it's citizens and rule over it with an iron fist. Nothing more. Prior to Russia's illegal invasion of Crimea in 2014, Ukraine had no interest in joining NATO at all; and they still didn't in January of 2022. Russia made it necessary for them to side with NATO - the same way they made it necessary for Finland and Sweden to join NATO as well; by launching Hitlerian wars of territorial aggression.
