I have 400 patients followed in varying time interval. How to do negative binomial regression or Poisson regression in SPSS? I want to see if some predictors can significantly predict the number events per year. How can I use the rate instead of the count in spss?

Hard to say because it depends on your version. In version 27 you can specify the offset in the tab "Predictors" under "Generalized Liner Models". You might need to log the offset variable first.
