Pokémon Emerald Hardcore Nuzlocke - Rayquaza Only (No Overleveling, No Items) 

Can I beat a Pokemon Hardcore Nuzlocke challenge in Pokemon Emerald using only Rayquaza?
Nuzlocke rules:
Fainted Pokemon must be permanently boxed
Only the first encounter on any given route may be caught (dupes clause)
Hardcore Rules:
No items in battle (only held)
No overleveling past the next gym leader
