An easier way to explain base relations: put all your Pokemon's stats in order from high to low. When you level up, you can't make a change that would make those stats change order. You can't make two of them tie unless they were tied from the start. This is so you can't turn a speed pokemon into an attack pokemon without still maintaining their speed build

I have a pokemon that has 3 matching stats, would I have to adjust all 3 of them in order to make the stat below the three higher?

Hello! Great video. I would like to point out around the 20 minute mark you said a pokemon gains a tutor point at level 5 and every five levels after. The book states on page 202 that they also start with a single tutor point, meaning they should have two when they reach level 5.

So how do you decide what stat will increase when the Pokémon gains a level? Is that based on the DM’s preference or is there a rule for that?

The player gets to distribute the stat point every level up. There's a base relations rule where your stats have to stay in the same order they started in, so if your stat spread is 5/6/4/7/5/5, special attack should be the highest, followed by attack, then hp, speed and special defense in any order, followed by defense as your lowest. After the player is done distributing stat points it should still follow the same order from highest to lowest.

So do egg moves go on the natural progression list or do they go on the tm moves list?

I didn't pay attention to the stats of pokemon when I was younger. Has base relations always been a thing or just for this game?

In a way, yes. Although EVs, IVs and Natures can cause the order to change in the base games. Take Tyrogue for example, their evolutions are purely based on their base stats once they reach level 20. The player can manipulate what it evolves into by training against wild pokemon that give Attack or Defense EVs, but if they know they have a +ATK nature, or a higher attack IV, it may be impossible to get the stats to balance out.

Base stat relations seem like an unnecessary way to keep players from thinking outside the box, but if they're absolutely necessary, do they change after evolution? For instance, a Pikachu's Special Attack and Special Defense have the same base stat, but a Kantonian Raichu's Special Attack base stat is higher than its Special Defense base stat, so what if its Special Defense was higher than its Special Attack before it evolved? Also, does Nature affect base stat relations?

So is there no ev training in the game?

I doubt they'd add it considering most pokemon players themselves don't even know how ev/ivs work. I'm sure you could most likely add in some house rule. For example for ivs you can just role a d6 for each stat and that be the iv for most stats. Evs would be a little harder and could possible encourage players to run away from certain pokemon because it isn't the ev they want
