Personal lore for this is that becoming a Pokemon Trainer became so popular that it led many Pokemon to become scarce in their natural habitat. Catching Pokemon yourself now requires a proper license and most routes are protected land so that the native species can thrive. Owning a Pokemon does not require one of these, but to remove them from their natural habitat you MUST be authorized by the Pokemon League to do so. Of course, the company behind Pokemarts immediately jumped on this and began selling Pokemon directly to trainers. Pokeballs used to be their best sellers, and after the heavy limitations on Pokemon catching, they found themselves dropping rapidly in profits. As evidenced by the casino, selling Pokemon has never been illegal, it was just always more profitable to sell the balls themselves and to allow trainers to do the work. Now that catching Pokemon requires extensive testing, training and licensing, very few people have access to actually catching Pokemon, and prices were able to be manipulated by their scarcity, allowing for prices to jump. The mart never stopped selling Pokeballs, they are just unauthorized to sell them to unlicensed trainers.

That's just how it is in gatcha. Sometimes you get a 5 star ultra rare shiny Gardevoir, sometimes you get a 3 stat common sunkern.

Personally I would've taken Zigzagoon for Pick-Up, easy, well easier, money. Then would've just hoped for a Meowth for Payday.

Doesn't the interviewer effectively give you infinite money once you have Fly? Unless this game adjusted that. And you normally get Amulet coin after Norman. And you should have the ability to rematch by then as well

Something that could be an interesting challenge run with this, assuming the mystery pokemon aren't the same every time: "I can only use mystery pokemon". If you use a random number generator to choose your starter then you can use it past the first gym (if you even want to do that), but besides that you can only use pokemon bought from the mystery pokemon man

You know this reminds me of how in the early design phases for pokemon you'd have to buy them from shops rather than catch them. Neat seeing how that might have played out in a rom hack.
