Some of these actually make sense: A big, bipedal cat can be slower than its pre evolution small and nimble cat. A fish swimming in water is of course faster than an owl. Not to mention it's harder to hit a fish than an owl. An ice queen should have a lower attack than a fat lizard. She excels in using magic after all. What's it gonna do if it has high attack? Hit you with ice clubs?
Pretty sure Magikarp was meant to be a troll on Gen1 Charmander players. It’s the first Water type you have access to after the nightmare that was Brock and before entering a cave swarming with Rock types and likely NPCs carrying Rock types. You buy it and it has solid stats but it has a useless move, can’t fill its move pool and won’t learn any TMs or HMs. So you throw it in the Box in disgust. Then you evolve it after beating the Elite 4 to fill the Pokédex and find out Gyarados would have been super helpful in the last half of the game. I did. It stung.
fun fact: the only stat wailord is good in is HP. it never was meant to be a strong pokemon, especially since its easily manipulated or taken down in the anime
