To start it, you need to defeat Ghetsis, he will confront you just as you exit the cave, and inform you to meet him after you become the champion. The boat to the island is the second to the left in the city (My mind is gapping on the names of the places). Once you enter, it will start the quest line. You can also refer to the game documents to find out where to go if you get lost.
