Police Bust Floating Homeless Encampment For Partying Too Hard 

Florida Fish and Wildlife Officers were on routine water patrol during the Gasparilla parade in Seddon Channel (Hillsborough County). They observed a dinghy vessel, typically used for traveling back and forth from a sailboat, driving circles around the sailboat. As the officers pulled alongside the sailboat, they instructed the operator of the dinghy to pull alongside their vessel for a safety inspection. The operator of the vessel refused to comply and continued to climb onto his sailboat. There was another individual on the sailboat, later identified via his Florida Identification card as follows:
As the officers pulled alongside the sailboat, [REDACTED] pulled his pants down, exposing himself to the officers and everyone around. [REDACTED] continued to obstruct the boating under the influence investigation by positioning himself between the officers and the other individual, preventing Officer Rodriguez from speaking to him. One officer gave a clear command for [REDACTED] to back up, sit down, and stop obstructing, warning that failure to comply would result in arrest. [REDACTED] responded by saying “No” and claimed he would do whatever he wanted. [REDACTED] had glassy, watery eyes, slurred speech, and the officers detected a strong odor of an alcoholic beverage on his breath.
The officers climbed aboard the sailboat and placed [REDACTED] in handcuffs for the purpose of detaining him while they conducted their safety inspection. [REDACTED] began to tense and pull away as the officers attempted to handcuff him. The officers then advised [REDACTED] that he was being placed under arrest for obstruction and disorderly intoxication.
