Massive increase in burglary means you should stop every body then if your going to stop anyone at random for no good reason you need a good reason for suspicion not because your walking through a high crime area you should be targetted for no good reason everyone films it's the norm now people film because of situations like this so your not allowed to have more than 20 quid on you other wise is suspicious
