They have to talk the kids down. No choice. If they know that the cops will just wait them out, they could be liable to do something desperate to try to get away and hurt or kill themselves, and clearly one of them is struggling with some serious family issues, and deserves a chance to get his head on straight. Taking them by force isn't an option for the same reason, as well as officer safety. Yes, it's expensive, but some damaged roofs and cars are ultimately just that - and they're not worth those things being risked. Negotiators know how to talk to people without making them feel like they're backed into a corner or worse about their situation.

For everyone who is saying that they are being rewarded, It’s not a reward, it’s a negotiation. Think of it like a hostage situation. If there is risk of someone being hurt by theirselves/suicide or another person (in this case the two gentlemen were putting theirselves at risk of minor or fatal injuries and knowing well that it could happen. Even if the residents had full insurance it still increases their premiums and causes a headache dealing with insurance. I am beginning to question what the word justice actually means now! To me personally it does not whether they are juvenile or not they are still delinquents and unless they are genuinely upset over something and are suicidal, they are not only endangering themselves, the public and the police, but also wasting time, resources and money! They, although termed as 'minors', should have been placed into detention and made to fix or pay for the damage instead of being let off scott free with only a relatively small fine.
