INTRODUCTION
Nepal Watch Multimedia Pvt. Ltd. was incorporated according to the prevailing Company Act 2063 on Ashoj 11, 2077 (September 27, 2020) under the Office of Company Registrar and is running an online platform, www.nepalwatch.com. The company has also obtained permission from the Press Council Nepal & Information Department to run a news portal.
Nepal Watch has also been running “The Policy Dialogue” program since June 2021, a first of its kind program that addresses the development agenda of Nepal, which is an in-depth discussion among various stakeholders on the policies of Nepal. Policy dialogue involves policy makers, civil society, NGOs, politicians, Private sectors, other stakeholders and service recipients. The program has been broadcasted in prime-time slot (8: pm to 9: pm) in AP1 TV HD weekly and the duration of the program is one hour. It is being hosted by Professor Dr. Govinda Raj Pokharel.
ABOUT POLICY DIALOGUE
Policy is the methods and processes adopted by a state to run fundamental system of governance and is an art of doing the right thing at the right time and at the right place. A policy is a system of well thought out principles that help in taking right decisions and getting right results and is implemented as a procedure or protocol. The intent is clearly mentioned in the policy.
The policy of a country, in general term, comprises of governance system including service or facilities provided by the state, functioning system and process of service delivery. Through policy a government reaches to its people and a policy dialog program ensures that all stakeholders are engaged discussion to raise the issues, share perspectives, find a common ground and reach consensus on the mitigation of gap analyzed in the said policy.
A policy dialogue enables stakeholders to see the problems from other’s perspective, improve understanding of the impact the policies and programs have on various groups and encourages participation in the policy process to formulate accountable policies and increase ownership and results engaging stakeholders from diverse sectors and providing voice to the people that are directly affected by the policy.
We, at Nepal Watch, believe that a strategically managed policy dialogue allows the Government and policymakers to recognize and understand its importance and provide enabling environment for a dialogue between them and other stakeholders to discuss merits and demerits of our existing policies, identify the existing gaps and address these gaps using relevant data generated from analyses, case studies and/or research. Policy dialogue engages different sectors and diverse stakeholders in this process and helps people to have a say in policy-making decisions tailored to their lives and needs indirectly thereby influencing to devise coherent policies.
OBJECTIVES
Overall goal of this program is to provide a platform to organize extensive discussion regarding existing policies, identify and mitigate the gap, connect people to policy makers and support for effective policy execution in Nepal with various stakeholders as well as explore possibility of policymakers facilitating the participatory processes and engaging and forming partnership with diverse stakeholders.
CONCLUSION
Reflecting to the spirit of the new Nepal and the changed dynamism, the institutions of governance and policy must adapt to the new challenges and conform to the basic tenets of the Constitution of Nepal.
Meeting the aspirations of Nepal and its citizens requires institutional reforms in governance and dynamic policy changes that can bring and sustain unprecedented change. The program aims to provide platform to initiate dialogue to create awareness among the stakeholders, exploration of gaps in policies related to economic and infrastructure development and investment, sensitize common people and society to have positive narrative regarding investment and private sector, bring outcome-oriented policy discussions and to carry out research on policy issues.

अनुगमन हुन्छ हुन्छन तर सबै भन्दा कमजोरी भनेको अनुगमन बाट देखिएको कमजोरी गर्ने ब्यक्ती , सस्था र सयन्त्र मा बस्ने हरुलाइ कारबाही गर्नु र देखिएको कमजोरी लाई सुधार नगरिनु हो । खरिद ऐन नियमावली लाई दोष दिनु आबश्यक छैन । Project Manager लाई authority पनि प्रशस्त छन तर त्यो project managaer ले Authority को प्रयोग गर्न सक्दैन त्यो नगरे बापत उ दण्डित हुदैन कमजोरी यहि हो ।

There were many technical matters in the public procurement which was not touched upon. Besides, recent Financial Procedures and Fiscal responsibility law none of the expert invitees explained. Actually, foremost problems lies @ Line Ministries, NPC and MoF as per the said law. All front level preparation and project development problems should be sorted out during this phase and if so then the subsequent concentration should be in contract administration, which in my study is the largest contributor for project delay . This is again the problem of monthly and trimester monitoring and evaluation practice as mentioned in FPRA 2076. If required the officials who prepare, recommend and approve should be punished as the the said law if so present problems will mostly be sorted out. Some capacity building for non-financial managers should be arranged for project, program MTEF, budgeting, accounting, foreign aid and auditing. The problems of contractors can be addressed by PPMO by issuing the guidelines/technical notes as per the requirements. Suresh Pradhan, PFM and Public Procurement Master Trainer 2079/4/9
