Did he purposely address Buganda ahead of their visit to downplay their role in this mix? Do we know the Kabaka’s current relationship with the Bataka? I would think if the Kabaka or his attendants or family wanted anybody to visit Kabaka while in that institution or hospital, would have invited them. Not everybody can access a hospital anytime they want without invitation from the patient or his people especially in civilized countries. If he has been advised to stay away from stress why go against it by sending delegations? Do you expect the Bataka not to indulge him in all the problems at home when he still not fit to solve.
