A floating panel card tutorial which involves no speciality dies for the mechanism and I have broken it down both in the video and further on my blog post with written instructions. It could easily be adapted to give just one pop up section.
I used the butterfly die from Papercraft Society Box number 57 but this would work with lots of different things as long as you score what ever you are using down the middle, For example card toppers or stamped images.
