You're making a lot of assumptions about Luffy's life based on his flashback. That whole thing was pretty much just him hanging out at a restaurant where Shanks and his crew were partying over a day or two before he caused trouble with the bandits. It gives no hints or insinuations about his family, or lack thereof, whatsoever. For all you know, he could have come from a wealthy family and have 10 siblings and just be the loud and adventurous black sheep of the family. Now, I'm not saying that he does come from a large and wealthy family, I'm just saying that the Shanks and Luffy flashback was only given to tell us so that we know why his Straw Hat is so important to him, how he got hold of a Devil Fruit despite their rarity, as well as tell us who Shanks is to Luffy, because all of these things are important during the Buggy arc.

As a manga reader caught up, up until now, we still don't know what the hell does the the will of D stands for. The fact that Oda managed to pull off incredible plot twists especially halfway through the series, the will of D would never just be some predictable generic plot twist.
