01:15 Portugal Visa Rules for 2023
Portugal D7 Visa
Let’s start the video with the Portugal D7 Visa, which is in my opinion, the best visa and/or residence permit arrangement among all EU countries for non-EU citizens.
The D7 visa is basically a visa for non-EU citizens for those earning passive income, may it be from stock dividends, pensions abroad, some remote business and income from real estate. If you are from the EU…
Because of this, I am going to split the D7 into two sections: The Portugal visa for digital nomads, and the visa for retirees.
Portugal visa for digital nomads
Portugal is still one of the top countries receiving digital nomads from the EU as well as from countries outside the EU. Mostly notably, from the US, the UK and Brazil, but also other countries.
By the way we have several videos for those looking to get a digital nomad visa in Europe, so feel free to browse around our channel for more information on that.
The second category of expats that benefits from the D7 are retirees.
The D7 is aimed firstly at those living on passive income, which is the category most retirees around the world can apply to live in Portugal.
The financial requirement for the D7 visa still remains ridiculously low, especially when we compare it to other similar passive residence visas in countries like Spain or France.
Currently, with an income slightly above 700 euros if you are coming alone, and just a bit more than 1000 euros per month if you are coming as a married couple, you can qualify for the D7 visa.
The D2 Visa
In Portugal it is also possible to immigrate to, if you want to run a business. This can be any type of business in theory. If you are a freelancer and want to work in Portugal for Portuguese and international clients, you can use the D2 visa. If you want to open a restaurant or an auto repair shop, you can also use this visa.
The Non-habitual residence
Portugal has a program called the Non-Habitual Residence. This is not really a visa category, but a tool you can use if you are moving to Portugal, especially if you are coming on the D7 visa, and if you are an EU citizen.
With the NHR program (or NHR), you can have a number tax discounts for 10 years. It is definitely not a zero tax solution, as many channels and websites advertise, as the tax discounts will depend on the type of income you have.
Portugal Golden visa
Finally, I am going to talk now about the Portugal Golden Visa.
The Golden Visa in Portugal simply put Portugal on the map of global investors in the past decade. It used to be an amazing deal, you could buy property in any part of Portugal, get a golden visa, start your path to citizenship and just live a happy life.
Just quickly to give an overview of the real estate market in Portugal, it is basically overpriced in most places, and most properties are probably not a good investment if you want to rent the property you bought. Rental yields are low in most parts of the country considering how high property prices got in relation to how stagnated real salaries growth is.
From the requirements point of view things also have changed, as residential properties in larger cities do not qualify for the golden visa anymore, and financial requirements are significantly higher.
Student Residence Permit in Portugal
Studying in Portugal is another option to move to the country. This is especially a good idea if you are already planning to study abroad anyway. Portuguese universities are significantly cheaper than universities in Canada, Australia, the US, UK and other popular English speaking countries.
Another advantage here is that if you come from a visa free country to the Schengen area, you can come to Portugal visa free, apply to the institution where you are planning to study and get a residence permit without having to go back to our country of origin. So for example if you are from the US or Australia, you can just come to Portugal as a tourist, enroll to some education degree which makes you eligible for a residence permit, and then you can just live in Portugal.
Work permit in Portugal
The tricky part here is definitely being offered a job, as the Portuguese job market is far away from booming.
There is also a similar advantage as to students in regards to getting a work permit. If you come to Portugal and you can stay visa free for up to 90 days, if in this period you miraculously manage to find a job, you can then change your status from a short term visitor to a resident in the country.
Overall situation
For this year Portugal still remains one of the best and easiest countries to move to in Europe.

The job seeker visa is issued on a country to country basis. For example, Germany has it but Croatia doesn't, although both are EU members.

Big difference I have discovered (tell me if I'm wrong), to get PR in Portugal you need to prove portugese language level, BUT not in Spain. That's why I believe its the better option if money isnt an issue

Thanks for the video. Hasn't Portugal just released an official Digital Nomad visa in October 2022, which is designed for remote workers on a monthly salary rather than the D7 visa for passive income stream? Also, does being on a D7 visa for 5 years for example make you eligible for citizenship?
@traveleconomics
@traveleconomics Год назад
Yes you are right, they just released it. I will make a video on that as it becomes more widely available. But the requirements are really high compared to the D7. It is roughly 2750 eur compared to 700 eur per month. The D7 makes you eligible for citizenship after 5 years indeed. If one can apply for the D7 it is certainly a better option than the all new digital nomad visa. My concern is that the new digital nomad visa will render people will remote income ineligible, if one has a remote work that pays under 2750 eur/month and cannot apply for a D7 if his income is not deemed passive by the authorities.

the time requirement of 2 years is correct, but you need to meet the other requirements including being able to support yourself, which is very difficult as a student. So yes, it is true, but it is very hard to get it. I personally do not know anyone who has succeeded in this. Also after you apply it takes 2 years for your application to get a response.

As an American the total tax load is a concern. The USA is one of 2, I think, countries that tax based on citizenship not physical location. So my pension, social security and my 401K withdrawals will be taxed in the USA and Portugal. Unless Portugal has an amazing deal for Americans or I renounce my USA citizenship I'll be paying double taxes and that doesn't seem like a smart way to go. Ideas?
@traveleconomics
@traveleconomics Год назад
What I recommend is to first of all, have your last residence in a state without state income tax. Then, move to Portugal and apply for the NHR, currently taxing pensions at 10%. There's also the double taxation treaty and the US foreign tax exclusion. So it is not as bad as you think but to call it an amazing deal also, it is relative.

Good day my friend ... your other friend (American) living in Florianopolis, married to a Brasilian This D7 visa is ideal but I wish I could get citizenship in less than 5 years, don't want to spend that much time IN country Spent some time in Lisbon back in the late 80's and really liked it Is a shame real estate has gone crazy and priced more then double than 10 years ago for a wreck of an apartment. Suspect it will crash in the next 10 years
@traveleconomics
@traveleconomics Год назад
Yes, it is indeed overpriced. The D7 requires you to stay at the very least 6 months a year in Portugal, so it is not an option unless you really want to live there most of the time.
@donnacosta5633
@donnacosta5633 Год назад
To get portuguese citizenship you have to live there, legally, for a minimum of 5 years before you apply. BUT... you also need to speak fluent portuguese and show some knowledge of Portuguese history and culture and a genuine interested in living in the country. If you are not interested in living in Portugal, it's going to be a bit difficult to fake it... There are many folks like you, who just want to get a EU passport, but I doubt the immigration experts would not spot them. Applying for citizenship is one thing, getting it is another. They'll look for signs of real integration.

Do the universities in Portugal teach in English? If Yes, What about people who have already done a Masters Degree and have General Management experience, do we need to apply for a Masters Program? Can you dig little bit more into this student visa to Resident Permit option for Non EU citizens i.e Australian Citizens please? Are you able to cover the cost roughly? The time this student visa to Resident Option could take? Part time job opportunities etc? Certain EU countries allow certain Non EU country citizens to arrive and then apply for Student Visa while in the Country, i know Germany does...But it's the language issue and there are thousands and thousands of Videos who only speak about Professional degress such as IT or Engineering..How about Non Professional ones? What if a Bank Client relationship manager wants to work in Portugal? How easy or difficult is this?
@traveleconomics

Some unis have degrees in English, but broadly, Portuguese is the language taught in most of them. You can have more than one Masters, so if you want, you can study in Portugal regardless of the fact you already have one Ms. degree. I would prefer Germany to study because even though it might be cheaper and easier to study in Portugal, the job market is absolutely dismal.

Would I be right in supposing that anyone wishing to be considered as student on a Portuguese campus needs to demonstrate a decent knowledge of the Portuguese language? (From what I gather, French campuses practically require would-be students to have read the whole of Victor Hugo ...) In Australia, pre-COVID, campuses were inundated with full-fee-paying undergraduates scarcely able to speak *one sentence* of intelligible English. But I'd be surprised if other countries tolerated such nonsense at their own universities.
@traveleconomics
@traveleconomics Год назад
This is very frustrating. I think in some EXCEPTIONAL cases you don't need to know Portuguese: 1 - if your degree is not in English 2 - You are just an exchange student staying for a shorter period. Otherwise yeah, you will have to have at least B2 portuguese to have a chance to graduate.

@@traveleconomics, many thanks. Your remarks accord with what I have read elsewhere.
