It is unacceptable that a police chase extends over 1 hour and 20 min. Police strategy needs to be redefined!

"High rate of speed" means nothing. You probably want to say high speed. Speed is defined as distance travelled per unit time. "High rate of speed" means nothing. Do you mean "high speed"? You must mean high speed and if you mean high speed, then why don't you just say "high speed" instead of the meaningless "high rate of speed"?
