Since water conducts electricity, you're actually not supposed to use water to put out a fire that's caused by electrical discharges or arcovers, because of the danger of receiving a lethal electric shock, you're supposed to use a carbon dioxide fire extinguisher, or a chemical powder/foam extinguisher instead.
True. Do not use water on electricity. But for this situation, the power company turned off the power source before anyone was allowed to go near the burning asphalt.
