Answer Sure, it is a big challenge for a student who learns English because he will face different accents such as the British, American, Canadian and Australian accents. Sometimes they are different in away that he finds it difficult to understand the native speakers of those accents.

According to what I understood, illocutionary act is what you intended to say while perlocutinary is the effect of your saying on the hearer. For example: Locutionary act: the dress you are wearing is beautiful. locutionary act: the apartment near to yours has been burgled. Illocutionary act : warning you to pay attention. Perlocutinary act: become frightened and more cautious.
