After the Paraguayan War of 1864-1870, U.S. President Rutherford B. Hayes arbitrated a boundary dispute between Argentina and Paraguay and ultimately awarded the territory to Paraguay in 1878. In gratitude, Paraguay renamed the department as "Presidente Hayes" and the capital as "Villa Hayes".
