Bulgaria is led by government, not by president.It is parlamentarian democracy The president is ,and remains formality coming up from the demand of constitution of the Republic. .....just my opinion . His English is excellent, he just has a fairly strong accent. That's normal he lives in Bulgaria and speaks at least three other languages fluently (Bulgarian, German and Russian).

If you read a little bit of the Constitution of Bulgaria you will know that the president only have representative function, so he is doing his job very well.
